Servants of the Crown
All Servants enter Haven as property of Queen Ilsa and the Crown of Haven. The crown is the sole controller of all unowned Servants, and other free people may not issue orders to Servants, excepting those listed as having authority, below. The only exception to this is that, during auctions, Auctioneer Zed has complete control over Servants being auctioned.
Servants of the crown are slaves, owned property, but with some rights and regulating authorities.
The Queen once reigned over a City state called Eros near Thay, they had trade agreements that survived the move to Haven, which did previously have some slaves in it's population. Further agreements with the Zhent and traders around Faerun and Toril has allowed Haven to buy slaves with the goal of giving them a chance for a better life in Haven. Agents of the Crown watch for those that suffer greatly and deserve a chance. Slaves cum servants are expected to earn this life and repay the kindness to their new masters. It's not a perfect solution but is seen by its administrators a noble effort.
The following persons and organizations have authority over unowned servants, in order of precedence: The Viceroy Telron Elvenforge, Princess Lilium Shadowbane, Seneschal Donal, Order of the Thorn, while in Sharessia, Sharessian Guard and Head Servants
Haven Servants may be purchased from the Crown, either through an auction or through a private sale. The price for a Haven Servant varies by his or her abilities, but ranges from 500 to 15,000 gold pieces ((500g per level)). The crown will occasionally adjust this but is not known to haggle.
Servants are given the right to decide whether or not they wish to be sold to a private owner (although the Crown can override this). To do so, a Servant can either join a regularly-scheduled Auction in the Auction House, or be purchased directly from the Crown. If a Servant chooses to be sold at Auction, it is not possible for the Servant to choose the eventual owner. To complete a private sale, speak to Donal in Haven Keep. Haven Servants may remain property of the Crown indefinitely, and are not required to be sold under any circumstances.
Citizens may own at most two Haven Servants.
Servants must obey their masters in all things, except orders to break the law. This includes all things sexual.
If a servant is ordered to break the law and obeys, both master and servant may be punished. Servant will likely be returned to the Crown.
A master may request help dealing with an unruly servant from the authorities listed above. They may help compel or discipline the servant at the authority's discretion.

Haven Servants may only be hit to discipline or correct his or her behavior(s). The only person who may hit a Servant is their current master those the master have granted permission to, or if unowned the crown or its authorities, or the auctioneer during an Auction. Servants may not be killed. Mistreatment of a Servant outside the city limits is still considered a crime, regardless of the local jurisdiction.
Any Servant may request to be returned to the Crown by speaking to a person with Authority over the servants (as listed above). Usual reasons are abandonment, or excessive force. The authorities will take temporary custody and can provide protection to the Servant in the Keep, or, in extreme circumstances, by locking them in the jail cell. The matter is then referred to the office of the Crown, who will hear the input of both sides and any witnesses. Citizens and Authorities may not intervene unless protection is requested by the Servant.
The benefit of the doubt always rests with the master, though if the Servant makes a compelling case for use of excess force, the master can lose their Servant. In extreme cases, a trial may be ordered. If the master is found to be in the right, the Servant will be returned to him or her.
For excellent and sustained service, a rank of Honored Servant is bestowed, they are considered near free, may be assigned servants, and property (although these would technically still be owned by the crown). They are free from most duties except those assigned directly by the crown.
Despite the considerable freedom given to Haven Servants, it is very rare for a Haven Servant to be manumitted or released as a free person. Manumission is solely at the discretion of Queen Ilsa and practically speaking just her Regent, the Viceroy Telron Elvenforge. Slave trading agreements allow for only up to one slave freed per month. As a note, Telron has been known to consider asking him for freedom a strike against the applicant and clear does not like to be bothered by requests.
Haven Servants usually arrive in the Kingdom after being purchased (as slaves) by agents of the crown from various groups on the mainland. (Thay, Zhentarim and Skullport are the largest providers.) They are brought to Sharessia and given their new collars.
Haven Servants are almost never taken from the general population of the Kingdom, and so no Haven Servants are native to the islands (except by UBR). Punishment collarings do happen however.
